Lok Sabha Passes Anti-Paper Leak Amendment Bill, Proposes Tougher Penalties and Fast-Track Courts
New Delhi, July 30: The Lok Sabha on Wednesday passed the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 by voice vote, approving significant changes to the anti-paper leak law. The Bill proposes stricter punishment of up to 10 years' imprisonment and a fine of up to Rs 50 lakh for those found guilty of examination-related offences.
The legislation, introduced by Union Minister Dr. Jitendra Singh on July 27, now awaits consideration and passage in the Rajya Sabha.
Under the proposed amendments, fast-track courts will be established in every state to exclusively hear paper leak cases. The Bill also mandates that investigations into such offences be completed within two months to ensure timely prosecution.
In addition to enhancing penalties for individuals involved in leaking examination papers, the Bill introduces tougher action against organised paper leak syndicates, with financial penalties of up to Rs 10 crore. Following the passage of the Bill, the Lok Sabha was adjourned for the day.
Background
The amendment follows widespread concerns over alleged irregularities in public examinations. It comes after a 36-day nationwide agitation over the alleged NEET paper leak, led by the Cockroach Janta Party (CJP). The protest began at Jantar Mantar in New Delhi on June 20 and gained further momentum after climate activist Sonam Wangchuk joined an indefinite hunger strike on June 28.
