Sikkim Strengthens GLOF Preparedness, but Riverbank Construction Raises Concerns

Sikkim is stepping up its preparedness to tackle the growing threat of Glacial Lake Outburst Floods (GLOFs). However, continued construction and development along vulnerable riverbanks remain a major concern, raising questions over whether disaster preparedness is keeping pace with the increasing risks faced by the Himalayan state.

The issue has gained greater significance following the October 2023 South Lhonak GLOF, which triggered a devastating flood across the Teesta basin. The disaster claimed lives and caused extensive damage to bridges, roads, hydropower infrastructure and settlements in downstream areas.

In the aftermath, the Sikkim government has strengthened its monitoring and early-warning mechanisms for vulnerable glacial lakes. The Department of Science and Technology has assessed high-risk lakes, while sensors, monitoring equipment and automated weather stations are being deployed to track changes that could signal a potential lake outburst.

Sikkim has identified 40 glacial lakes as high-hazard sites, including 16 placed in the highest-risk category for potentially catastrophic GLOF events in 2026.

The state is also working on lake-specific mitigation measures, including early-warning systems, monitoring mechanisms and efforts to lower water levels in vulnerable lakes. Alongside these measures, authorities are developing a dedicated GLOF Risk Mitigation Protocol.

Despite these efforts, experts and residents continue to raise concerns about construction and development along vulnerable riverbanks. The challenge now is to ensure that infrastructure planning and development keep pace with the evolving disaster risks in the Himalayan region.
